Special Village Council Meeting

In this week’s Village of Estero Council workshop, the Council discussed potential to hire a consultant to do a peer review of Greg Stuart’s lime rock supply study. The Council voted 5 to 2 in the workshop to proceed with a formal vote next week, on December 12. The issue is whether to spend money to review Stuart’s 2018 Update (see summary attached). Using the same methodology as the Waldrop Report, but with correct data, the Stuart study finds that there is enough property designated on Map 14 of the Lee Plan, in combination with mines in other jurisdictions, to supply the region until 2051.


The County will not consider the Stuart study in connection with the two ongoing zoning cases for new mines, due to the workings of the Hearing Examiner system, but the Board of County Commissioners could use it to review the Map 14 amendment proposed by Troyer Brothers, and any future Map 14 amendments, if they believe it is more accurate than the Waldrop study. An independent third-party review of the Stuart study, if it validates its findings, would give it more credibility during the adoption hearing on the Troyer Brothers amendment and any other similar plan amendments in the future.


For this reason, it is vital that residents attend the December 12 meeting and voice their support of the peer review.
